If you want to take a public taxi, there is a counter outside the Arrival Hall next to Glass gate 8-9-10 on the open road pavement. You tell the counter where you want to go and the staff will give you a slip. Read it on the way.

You pay as per meter plus toll way + Baht 50.00 for this type of Taxi from the counter. These Public taxi are safer. But I don't know they will take you to Pattaya because they may not get a return passenger.

Sometimes, Public taxi say they will go by Meter to Bangkok City which a total cost including toll way fee can cost you not more than Thai Baht 300.00

And on the way, they will stop at a remote place and say to get off if you will not pay a lumpsum price. That kind of situation, you can say, no and start to note down the car number on the back of the front seat. And you can always say, You will report to the Tourist Police.

The most you give for a lumpsum as a foreigner will be Baht 500.00 to Bangkok.

Sometimes the Taxi will ask you Baht 3,000 (nearly US$50.00) for the trip to Bangkok. And when you negotiate for Baht 1500.00, the driver will agree.

Don't think you have negotiated well. As the total fare is Just Baht 300.00 to a City area you have booked a hotel.

Sometimes, the driver say that the hotel you are going is full and suggest he will take you to the hotel he knows. Don't worry that the hotel you booked will be full. It is not, because you have booked yourself.

If you get to the airport and then only is going to book a hotel, go to the Hotel booking counter in the arrival hall. Never believe any Thai who dressed smartly, middle age and speaks English well or taxi drivers to get a hotel for you. These smart looking guys are at Tourist dwelling spots in the City.
