by Thomas B. Manton In the beginning… Frank Ernest Manton was born on Sept. 4, 1901 in East Liverpool, Ohio to Thomas C. Manton, Sr. and Fanny Manton. He was a graduate of East Liverpool High School and then worked in the steel mills, which were a part of the City along the Ohio River.
